On 22 January 2025, the Central Pollution Control Board (CPCB) released a report titled ‘Classification of Sectors into Red, Orange, Green, White, and Blue Categories’. This report introduces a new ‘Blue’ category specifically for essential environmental services managing waste from domestic and household activities. This addition complements the existing categories—Red, Orange, Green, and White—used to classify industries based on their environmental pollution index.

Classification Details

The CPCB’s classification bifurcates essential environmental services into two main categories:
1. Category A: Services handling industrial waste, such as common effluent treatment plants, hazardous waste management facilities, and biomedical waste treatment centers. These are classified under the ‘Red’ category due to their high pollution potential and generation of hazardous waste.
2. Category B: Services managing domestic solid waste, including municipal solid waste management facilities (e.g., waste-to-energy plants, biomining projects), construction and demolition waste processing plants, and sewage treatment plants. These are now classified under the ‘Blue’ category, as they primarily deal with non-hazardous waste but have a significant potential for causing littering.

Incentives for ‘Blue’ Category Facilities

To promote effective waste management, the CPCB has outlined several incentives for facilities falling under the ‘Blue’ category:

• Extended Validity of Consent to Operate: State Pollution Control Boards (SPCBs) may grant these facilities an additional two-year validity period for their consent to operate, beyond the standard duration determined by their pollution index.

• Incentive Mechanism: Facilities demonstrating superior environmental management may receive an extra three-year validity extension for their consent to operate. Eligibility for this incentive requires meeting specific criteria outlined in the CPCB report, submission of a detailed proposal, and undergoing random environmental inspections every three months.

• Transition to ‘Blue’ Category: Facilities currently not qualifying for the ‘Blue’ category due to a higher pollution index can achieve reclassification by reducing their pollution index by 25% through enhanced pollution control measures and satisfying the evaluation criteria specified in the report.

Compliance Requirements

Facilities classified under the ‘Blue’ category must calculate their pollution index using the CPCB’s prescribed methodology and adhere to all applicable environmental regulations. This ensures that these essential services operate within the environmental standards set to minimize pollution and promote sustainability.
