The Government of India has implemented a significant change in the passport application process. Effective from October 1, 2023, individuals born on or after this date are required to submit a birth certificate as the sole proof of date of birth when applying for a passport. This amendment, under the Passports (Amendment) Rules, 2025, aims to streamline documentation and enhance the authenticity of birth records.
Key Points of the Amendment:
Mandatory Birth Certificate: Applicants born on or after October 1, 2023, must provide a birth certificate issued by the Registrar of Births and Deaths, the Municipal Corporation, or any authority authorized under the Registration of Births and Deaths Act, 1969.Alternative Documents for Earlier Births: Individuals born before October 1, 2023, can continue to use various documents as proof of date of birth, including:
•Transfer or school leaving/matriculation certificates from recognized educational institutions.
•PAN card issued by the Income Tax Department.
•Driving license issued by the respective State Government’s Transport Department.
•Election photo ID card issued by the Election Commission of India.
•Policy bonds issued by Life Insurance Corporation of India or other public sector insurance companies.


Government will accept only birth certificate issued by municipal corporation or Registrar of Births and Deaths as valid proof of date of birth
