GCC in Ahmedabad, Gandhinagar & GIFT City — Location & Legal Guide
This corridor is three settings in one decision: Ahmedabad, a major commercial city with deep finance, pharma and engineering roots; Gandhinagar, the state capital with institutional and academic anchors; and GIFT City, home to India’s International Financial Services Centre. It is the only Indian GCC destination with a dedicated state policy behind it — and it is not the right answer for everyone. We are headquartered here, and this guide says plainly when the corridor fits, when it does not, and what the legal work looks like either way.
Three settings, one corridor
Ahmedabad
The commercial anchor — finance, pharmaceuticals, chemicals, engineering and textiles businesses, established professional services, and office micro-markets along SG Highway, Prahladnagar and Corporate Road where most conventional GCCs would actually sit. IIM Ahmedabad, CEPT, NID and Nirma University feed the talent base.
Gandhinagar
The state capital half an hour north — government and regulator proximity, institutional campuses including IIT Gandhinagar and GNLU, and quieter, newer commercial space. Relevant where policy-adjacent functions, education partnerships or campus-scale premises matter.
GIFT City
Between the two: India’s IFSC, a distinct regulatory zone under the unified IFSCA regulator, plus a domestic tariff area. Relevant to financial-services groups — including through the IFSCA’s Global In-House Centres framework — and to fund and treasury structures. Its benefits attach to authorised entities and activities, never to GCCs in general.
An ordinary GCC, or an IFSC entity? The distinction that matters most here
Most GCCs — technology, engineering, analytics, shared services — are ordinary Indian companies and belong in Ahmedabad or Gandhinagar under the normal regime, with the Gujarat GCC Policy as the incentive layer. A narrower class of functions belongs in GIFT City: where a financial-services group wants a captive centre serving its regulated group entities, the IFSCA’s Global In-House Centre framework can apply, and fund, treasury and capital-markets structures have their own IFSC homes with their own tax and regulatory treatment. The two regimes are different in entity, authorisation, tax and compliance — and marketing that blurs them is how groups end up in the wrong one. Our first deliverable on any corridor mandate is a written answer to exactly this question, through our GIFT City practice.
The Gujarat GCC Policy (2025–30)
Gujarat is the first mover among Indian states with a dedicated GCC policy. The Government of Gujarat’s stated targets: attract a minimum of 250 new GCC units, generate more than 50,000 jobs, and draw around ₹10,000 crore of investment over the policy period, supported by targeted incentives and streamlined governance. The incentives are real but conditional — eligibility criteria, a 50-employee payroll minimum, committee approval and implementation conditions all apply, and they should be read as contractual commitments before a board relies on them in its business case. We support eligibility assessment, applications and the milestone compliance that follows — and we put the conditions in writing before you count the money. Our clause-by-clause guide to the policy sets out the published figures.
Who the corridor genuinely fits — and the honest caveat
Finance, risk, compliance and operations teams — with the IFSC next door for the group functions that genuinely qualify for it.
Gujarat’s industrial base — chemicals, pharma, engineering, and the semiconductor fabrication investment announced at Dholera — gives engineering and supply-chain GCCs real plant and supplier adjacency.
Real-estate and salary costs sit below the big-four GCC cities, and attrition pressure is lower — meaningful for finance operations, analytics and shared services at scale.
The mature GCC talent pool is smaller than Bengaluru’s or Hyderabad’s, and senior product or deep-tech leadership is harder to hire locally. For those functions, validate the specific roles before committing — or split the centre across two cities. We will say this in the feasibility report even though we live here.
The corridor against the alternatives
| Factor | Ahmedabad corridor | Bengaluru / Hyderabad | Mumbai / NCR |
|---|---|---|---|
| Deep tech & product talent | Growing; validate senior roles | Deepest in India | Strong, function-dependent |
| BFSI & finance operations | Strong, with the IFSC adjacency unique to this corridor | Present | Mumbai’s home turf, at Mumbai cost |
| Cost & attrition pressure | Advantage on both | Highest competition | Premium cost |
| State GCC incentives | Dedicated policy, 2025–30 | General IT/state schemes | General schemes |
| Industrial adjacency | Chemicals, pharma, engineering, semiconductors | Aerospace/tech clusters | Corporate HQ proximity |
Methodology note: this is a legal-and-location judgment, not a ranking; the right city follows your functions. The full seven-city comparison sits on the GCC Legal Desk.
Premises and local rules, in brief
Conventional offices concentrate on Ahmedabad’s SG Highway–Prahladnagar corridor, with GIFT City’s towers offering newer stock inside the zone. Leases follow Gujarat’s registration and stamp regime; operations need Gujarat Shops & Establishments registration, professional-tax and labour-welfare compliance; and employment documentation must be aligned to Gujarat’s state rules — all of which is standard work for a firm that practises here daily, backed by our property and land practice for anything from a floor lease to a campus.
Frequently Asked Questions
What boards and site-selection teams ask about this corridor.
Is GIFT City only for financial-services companies?
Functionally, yes — for the IFSC part. IFSC status, and frameworks like the IFSCA’s Global In-House Centre regulations, attach to authorised entities serving financial-services groups and to regulated financial activities. A technology or operations GCC with no financial-group nexus does not become an IFSC entity by renting space nearby; it operates under the ordinary regime in Ahmedabad, Gandhinagar or GIFT’s domestic area. The corridor’s advantage for such centres is cost, talent and the state policy — not IFSC tax treatment.
Does every GCC in Gujarat get incentives under the 2025–30 policy?
No. The policy is an eligibility-based scheme with a 50-employee payroll minimum, application and approval mechanics, and implementation conditions. Whether your planned centre qualifies, for which incentive categories, and on what conditions is a document-level question we answer in writing during feasibility — before the incentives enter your business case.
Is the talent pool really deep enough?
For finance operations, analytics, engineering-linked and pharma-linked functions — yes, and with better retention economics than the big-four cities. For senior product leadership and certain deep-tech specialisations — the honest answer is: validate before committing. IIM Ahmedabad, IIT Gandhinagar, NID, CEPT, Nirma and DA-IICT feed strong junior and mid-level talent; the senior lateral market is thinner. Many groups solve this with a two-city design, and we structure for that where the functions demand it.
What makes this corridor legally different from other GCC cities?
Two things. The state policy layer — Gujarat is the only state with a dedicated GCC policy, which adds an incentive workstream other cities lack. And the IFSC option — no other Indian GCC destination has a unified-regulator international financial centre inside commuting distance, which changes the structural menu for financial-services groups. Everything else — company law, FEMA, employment, DPDP — is national law applied through Gujarat’s state machinery.
Where would our centre physically sit?
Most conventional GCCs take space in Ahmedabad’s western business corridor — SG Highway, Prahladnagar, Corporate Road — where commercial stock, hotels and housing concentrate. GIFT City’s towers suit IFSC entities and groups wanting the zone’s newer infrastructure; Gandhinagar suits campus-scale or institution-adjacent operations. Lease economics, lock-ins and exit rights differ across the three, and we negotiate them as part of the setup mandate.
Why instruct Candour for this corridor specifically?
Because this is where we live professionally: our head office is in Ahmedabad, our GIFT City practice works the IFSC’s regime, our property team reads Gujarat’s land records natively, and the state registrations, courts and authorities involved are our daily practice — with Mumbai and Delhi offices behind us for the national layer. For this corridor we are not a metro firm’s outstation file; it is home ground.
